Domestic relations director named

Carbon County has named a new domestic relations director.

On Thursday, the commissioners approved a change of status for Pierre J. Guichardan of Drums, who has been serving as the acting director of the department since May, effective Monday. He will be paid $47,374.60 a year.Guichardan fills the vacancy created in April after Mary Kunkel, the director for the last 38 years, passed away.Bridget M. Johnston of Jim Thorpe, who has served in the capacity of domestic relations officer II, will now be the assistant domestic relations director, effective Monday.Guichardan has been employed with Carbon County's domestic relations department since August 2007, when he was hired as a part-time enforcement officer.He will now lead the department, which focuses on establishing and securing financial and medical support obligations of minor children from parents who are not the primary caregiver of the child.In fiscal year 2014-15, the department collected almost $7.4 million in support for families and the staff of 10 handles approximately 1,700 cases a year.In other matters, the commissioners approved the following items:• Amendment to the 2015 EST grant transferring $11,000 from Homeless Prevention to Rapid Rehousing and the utilization of direct case management hourly service rate for the match component as approved by the Pennsylvania Department of Community and Economic Development.• D&L Pedestrian Bridge Project license agreement and temporary license agreement with Reading Blue Mountain and Northern Railroad. The agreements for a private grade crossing and entry on railroad property for the construction of a steel truss pedestrian bridge across the Lehigh River in Jim Thorpe. The agreement consideration in the amount of $1,050 and flagging expenses if necessary, is in effect for two years once the state moves on the project.• The 2016 Workforce Innovation and Opportunity Act Financial agreement with Wayne County for employment and training and related administrative services between July 1 and June 30, 2017. The maximum payment for Monroe County shall not exceed $1,341,994. Carbon County serves at the administrative entity for the WIOA.

Guichardan
