Husband requests forfeiture review

A Schuylkill County woman who admitted in federal court to embezzling $449,064 from the Schuylkill County Conservation District has been ordered to forfeit her home, $452,186, and her county retirement account.

Virginia Kunigonis, 54, of Pottsville, pleaded guilty in U.S. District Court, Scranton, on Oct. 15 to theft from programs receiving federal funds and was released on her own recognizance.A sentencing date has yet to be scheduled, but Judge William W. Caldwell on Nov. 3 ordered her to forfeit the home she and her husband John share at 60 Fourth Ave., as well as the money and retirement interests.John Kunigonis on Nov. 11 asked the court for a hearing concerning his ownership interests in certain items of property ordered forfeited, the house, and the $452,186. The petition states he was unaware of his wife’s criminal actions.On Nov. 12, Caldwell gave all parties involved 20 days to file responses to John Kunigonis’ petition.Virginia Kunigonis was charged on Sept. 24 by U.S. attorney’s office in Harrisburg.Prosecutors say Kunigonis worked for the conservation district from 2007 to 2014. During that time, she’s accused of forging 437 conservation district checks totaling $410,435 and of using a district credit card to pay $41,751 in personal expenses.Kunigonis admitted to state trooper Bernard J. Walasavage of the Schuylkill Haven barracks that she had taken the money to take trips to Disney, and for time share trips for herself and friends.The Conservation District is funded by state and federal grant money, and by the county. Kunigonis told police she used money from the grant accounts and not money from the county because she would have been more easily caught.County Controller Christy D. Joy in June 2014 became aware of problems after examining the agency’s 2012 financial records, prompting state police at Schuylkill Haven to launch an investigation.The case was investigated by the Scranton Office of the FBI, and the Pennsylvania State Police and is being prosecuted by assistant U.S. attorney Kim Douglas Daniel.
