Lehighton prepares elementary center design

The answer to what a proposed "elementary center" might look like in Lehighton Area School District could come at an Aug. 10 workshop meeting.

Superintendent Jonathan Cleaver said Monday that the latest in a series of design committee meetings will take place Wednesday night at 6 p.m. in the district administration building."Following that session, we'll be prepared to share a general design with the board and also move forward with a vote on the next two parts of the PlanCon process, D and E," Cleaver said. "It will also allow us to start the stormwater management process and things like that."Lehighton is proposing closing down its four existing elementary schools Shull-David, Mahoning, Franklin and East Penn in favor of one centrally located elementary center next to the high school.PlanCon part D relates to the estimated costs of the project.PlanCon part E addresses design development through a conference review with the state.Both are necessary steps to receive reimbursement from the state for the project, estimated to cost $32.5 million.As for Monday night's board meeting, the district ensured that the roofs on its current elementary buildings will be covered for the next three years.The board approved a contract with WTI General Services (TREMCO) for warranty on the roofs at $71,080."All of the warranties expired at different times and we just wanted to bring those all together and have them expiring at the same time," Cleaver said.The contract runs through June 30, 2018.In other financial matters, the board approved payments to Barry Isett and Associates for $54,125.51, CMG of Easton for $125,600, EI Associates for $116,462.50, Quandel Inc. for $4,750 and JMSI Inc. for $10,500.25.All payments are for construction projects in the district.William Hill was the lone dissenter on two of the payments, including the one to Quandel, a construction management firm the district hired in December.Cleaver said the firm had a representative attend all construction and design meetings in June, and is in charge of verifying certified payroll for CMG of Easton, the general contractor working on a multipurpose athletic stadium in the district."It just seems like nonsense to me," Hill said. "We're writing a check for someone to approve a payment."Board member Larry Stern said the issue was put to bed in December, when the district hired Quandel."They're overseeing the construction projects and working in the best interest of the district doing things we don't have the personnel to do," Stern said.Later in the meeting, Stern stepped down from his role as the district liaison to the Lehigh Carbon Community College board "due to work constraints.""It's been a great 10 years," he said. "I've learned a lot and met a lot of great people."Board President Gloria Bowman appointed Dave Krause to complete Stern's term through June 30, 2018.
