Preparing fiscal budgets is a task that's tough enough during normal times, but, for the Coaldale Borough Council, the 1989 spending plan appears to be a crucial and confusing one.

At least, that was the indication the town solons gave during a 90-minute public budget preparation held in the town hall under the direction of President Geno Poli.Problems include the expense of closing the sanitary landfill, the feasibility of joining the Schuylkill County Communications Network instead of continuing to pay more than $7,000 to Carbon County for such services and the increased cost of salaries and benefits.
