East Penn meeting gets heated

Conversations got heated more than once during Monday night's far-longer-than-usual East Penn Township Board of Supervisors meeting when one visitor after another lamented something they felt the supervisors were, or were not, handling.

First up, resident Harvey Keiper, who lives in front of property owned by resident Clair Troxell, complained that "It doesn't look like anything was done down there."Troxell, who is being taken to court by the township in order to clean junk from his property, recently had his April court date continued until Aug. 30.Chairman Dean Kercsmar said that since last Memorial Day, Troxell's property is "89 percent cleaner than it was.""Will it ever be perfect to appease every single person?" he asked. "Never. Is there something definitely done more in the last year than has been done in the last 12 years? Guaranteed."Keiper also said that concrete barriers currently being used as fences there, and the possibility of future "sound walls," seem both unstable and disallowed.Kercsmar said that was "going to be remedied."Next up, resident and former East Penn Township Supervisor David Bryfogle started out by asking Supervisor and Roadmaster Cory Smith, "Who pays your wages?"Smith said the township does.Bryfogle then said, "No, the taxpayers of East Penn Township pay your wages." He then accused Smith of "wasting man-hours and the price of material" by having his road crew cold patch smaller holes while larger ones nearby remain unfilled.Bryfogle then requested the road crew return to working five days a week, not four, saying they don't get enough done otherwise. At one point, he even accused the entire board of not respecting its elders.In regard to future roadwork, during its February meeting the board had, in fact, approved two bids from outside paving contractors plus the purchase of an asphalt paver with optional screed and auger extensions. Then, Monday night, it also approved the bid price of $89,000 for the purchase of an asphalt reclaimer and trenching machine plus custom trailer.Last up during the public comment portion of the meeting, commissioner of the East Penn Township Parks Commission Hal Resh said that there will be a park meeting at the Riverview Park pavilion May 27 and he would like a board member to attend, citing a recent lack of communication between the supervisors and the park commission.Later, as a more or less blanket statement to all the public commenters, Kercsmar said it was easy to be an armchair quarterback and that, "If you guys would realize what these gentlemen have done in that last five years, you'd be amazed."
