Michael Allen Kemmerer, 35, of Effort, is facing a charge of harassment as a result of an incident at 9:30 p.m. June 26 at 144 Shenkel Road, Chestnuthill Township.

State police at the Fern Ridge barracks said the victim is a 32-year-old woman from Effort.Police said the victim and the accused were engaged in a verbal argument indoors and eventually continued the argument in the backyard of their residence. Police said the argument escalated as the accused grabbed the victim by the neck and shoulders and shoved her into a tree in the backyard.The victim sustained redness on her neck.
