Schuylkill County judge holds bail hearings

Schuylkill County Judge D. Michael Stine has modified bail for eight people who were among those arrested in a June 16 drug sweep in Tamaqua and surrounding communities.

Thomas L. Bilsak, 25, of Lansford: Stine reduced his bail from $50,000 cash to $7,500 percentage cash, which means he must post $750 to get out of jail. He must live at 200 E. Abbott St., Lansford; not leave the state without permission; not have or consume alcoholic beverages, drugs or drug paraphernalia; must find a job within 30 days; undergo random chemical testing; and must obtain intensive outpatient substance abuse treatment.Bilsak was charged by Tamaqua police with two felony counts of manufacture, or manufacture with intent to deliver a controlled substance; disruption of service; and intent to possess a controlled substance by a person not registered, all stemming from an incident on Oct. 31, 2013.Adam Cruz, 30, of Tamaqua: His request for bail modification was dismissed as moot as he had already posted his $50,000 cash bail. Cruz was charged Nov. 14, 2013, with four felony counts of manufacture, or manufacture with intent to deliver a controlled substance and related charges.Michael J. Kabana, 24, of Coaldale: His bail was reduced from $25,000 cash to $7,500 percentage bail. He must live at 15 W. Ruddle St., Coaldale; not have or consume alcoholic beverages, drugs or drug paraphernalia; must find a job within 30 days; undergo random chemical testing; not leave the state without permission; and undergo random chemical testing.Kabana was charged by Tamaqua police with four felony counts of manufacture or manufacture with intent to deliver a controlled substance, and corruption of minors, stemming from an incident on March 19.Glenn L. Bowman Jr., 50, of Hazleton: had his bail reduced from $25,000 percentage to $5,000. He must live at 26 W. Diamond Ave., Hazleton; not have or consume alcoholic beverages, drugs or drug paraphernalia; and must find a job within 30 days.Bowman was charged by Tamaqua police with two felony counts of manufacture, or manufacture with intent to deliver a controlled substance; possession of marijuana, and criminal use of a communication facility, all stemming from an incident on April 3.Peggy S. Hill, 48, of Coaldale: Her bail was reduced from $50,000 to 2,500 percentage. She must live at 67 Second St., Coaldale, and not have or consume alcoholic beverages, drugs or drug paraphernalia.Hill was charged by Tamaqua police with two felony counts of manufacture, or manufacture with intent to deliver a controlled substance; possession of marijuana and criminal use of a communication facility; and intent to possess a controlled substance by a person not registered, all stemming from an incident on May 15.Patricia Ann Derau, 41, of Lansford: Her bail was reduced from $50,000 percentage to $5,000 percentage. She must live at 1070 Municipal Drive, Walnutport; not have or consume alcoholic beverages, drugs or drug paraphernalia; and must find a job within 30 days.She was charged by Tamaqua police with three felony counts of manufacture, or manufacture with intent to deliver a controlled substance, stemming from an incident on Sept. 26, 2013.Stephanie M. Forrester, 22, of Coaldale: her bail was reduced from $25,000 to $7,500 percentage. She must live at 208 E. High St., Coaldale; not leave the state without permission; not have or consume alcoholic beverages, drugs or drug paraphernalia; undergo random chemical testing.She was charged by Tamaqua police with intent to possess a controlled substance by a person not registered and use or possession of drug paraphernalia stemming from an incident on Jan. 16.Sally Jane Hartung, 45, of Tamaqua: Her bail was reduced from $25,000 cash to $5,000 percentage. She must live at 312 Lafayette St., Tamaqua; not leave the state without permission; not have or consume alcoholic beverages, drugs or drug paraphernalia; must find a job within 30 days; undergo random chemical testing; and take immediate steps to obtain outpatient treatment.Hartung was charged by Tamaqua police with felony counts of manufacture, or manufacture with intent to deliver a controlled substance; intent to possess a controlled substance by a person not registered; and criminal use of a communication facility stemming from an incident on April 24.Stine also reduced bail for Jason H. Hill, 24, of New Ringgold, from $75,000 cash bail to $75,000 unsecured bail, which means he does not have to post cash or property to get out of jail. He must live at 47 Mush Dahl Road, New Ringgold; not have or consume alcoholic beverages, drugs or drug paraphernalia; must find a job within 30 days; undergo random chemical testing; continue drug and alcohol treatment.Hill was charged by Tamaqua police with felony drug charges of manufacture, or manufacture with intent to deliver; conspiracy to manufacture and related charges, stemming from an incident on Oct. 10, 2013.Bench warrants:President Judge William Baldwin on July 2 dissolved a bench warrant and reinstated bail for Devon Dilliard, 19, of Coaldale. He is out of jail under $50,000 unsecured bail. He was charged by Tamaqua police with two felony counts of manufacture, or manufacture with intent to deliver a controlled substance; criminal use of a communication facility and intent to possess a controlled substance by a person not registered stemming from an incident on July 24, 2013.Judge John Domalakes revoked the intermediate punishment of Brian Parrish, 43, of Tamaqua. Parrish had been on electronic monitoring after being charged with driving under the influence on June 27, 2009. Domalakes on July 7 sentenced him to serve five months to four years in jail, with credit for the 147 days he's already served.Parrish must also pay fines, court costs and fees.
