Summit Hill will repair center's HVAC system

Summit Hill's community center, only four years old, needs extensive repairs to its heating and air conditioning system.

As a result, the council hired H.T. Lyons of Allentown to make the repairs at a cost of $5,454. The price could be even higher if more repairs are deemed necessary once the repair work has begun.The community center was part of a building project that also included a new fire station, borough hall and police department, which was completed in 2010.The borough has had numerous problems with the heating and air conditioning in all the buildings as well as the ventilation system in the fire department.H.T. Lyons advised the borough that if the problems aren't fixed, the borough could find itself needing to replace the entire unit."This comes down to poor workmanship," said council member Michael Alabovitz, referring to the problems the borough faced since the building project was completed.Councilman John O'Gurek agreed, saying, "What a nightmare."The construction project resulted in the filing of a lawsuit against the borough by Hoch Mechanical Inc. of Allentown, which installed the heating, ventilation and air conditions system.The borough then countersued.The pair of civil suits were settled without a trial in January 2012.No details of the settlement were released.Hoch Mechanical filed suit against the borough on Oct. 18, 2010, alleging it wasn't paid for work that was done.The borough countersued on Nov. 3, 2010, alleging work by Hoch Mechanical wasn't done properly.Groundbreaking for the $3.5 million project occurred on March 6, 2008. The project consisted of the construction of a new borough hall with an attached police station, fire station and community center.After the project was completed, the council complained that the ventilation in the fire station wasn't done properly and the air conditioning wasn't working.Although the borough hall was occupied in July 2008, it wasn't until late January 2010 that the fire station was finally occupied because of construction problems, including the ventilation and air conditioning systems. It was dedicated July 24, 2010. Even by then, air conditioning and ventilation problems hadn't been resolved.Work by H.T. Lyons will include lock out and tag out main power to the reception hall HVAC unit, recover refrigerant per EPA guidelines, remove and replace compressor, contactor, fan speed controller and pressure switch, charge circuits with refrigerant and other work.Alabovitz said even more work should be considered for the heating and air conditioning system at the center. He said presently temperatures in the building fluctuate and there's little that can be done about it.Because the system is wasting energy, "we're having huge electric bills," Alabovitz said. "Sometimes you walk in there and there's nobody there and it's 75 degrees."The council will look at options to resolve this problem.In another matter related to the community center, Borough Treasurer Kira Steber requested that the borough hire a manager for the building. Presently Steber is in charge of booking, making sure the building is secure after events and other managerial duties.She told the council often she gets phone calls as late as midnight related to the community center.The council rejected her request about hiring a manager, but agreed to take some steps to decrease the burden on her including having police possibly help to monitor it when events are held.Alabovitz suggested that a key code lock be installed so that people who need to use the facility can do so, and the combination could be changed as needed.He said this would prevent the wrong people from having keys to the building.He told Steber of the building, "It shouldn't be as much of a hassle as it is."
