West Penn awards road work contracts

During a meeting Monday, West Penn Township supervisors awarded two contracts for seal coating and paving work.

AMS Paving, Emmaus, got the nod for seal coating with the low bid of $80,855.30. The other bidders were Midland Asphalt Materials, Bloomsburg, at $101,474 and Martin Paving, Ephrata, at $83,937.AMS will seal coat Dairy Road, Atlas Road, Fair Street, South Hilltop Road, Archery Club Road, Waterwheel Road, Meadow Road, Poplar Drive, Glory Road, Retreat Road and Whitetail Circle.EJB Paving, Leesport, was low bidder for paving on Mushdahl Road, between Route 443 and Chain Circle. EJB bid $150,080. The other bidders were Eastern Industries, Wescoesville, at $182,000 and Hazleton Site, Hazleton, at $161,520.The supervisors said that the PennDOT has completed a speed study on School Road, concluding that the speed limit could be posted at 40 mph. Currently, since the speed limit is not posted, it is 55 mph.At their next meeting, the supervisors plan to adopt a resolution setting the speed limit on School Road at 40 mph. They will also order speed limit signs. The supervisors also plan to establish a school speed limit zone around the West Penn Elementary School on School Road, with a flashing signal.Supervisors are also working on ordinances regarding flood plains, peddling and solicitation, and installation of building numbers. Although they discussed issues and wording regarding the pending ordinances, they took no action.When the ordinance regarding building numbers is established, it will be required that the addresses for buildings be clearly marked with numerals which are three inches high and an inch and a half wide. Although residents may purchase numbers anywhere, the West Penn Township Fire Company will be selling numbers as a fundraiser.Several issues regarding code enforcement were discussed. Last month, three driveways, a shed, a pond and a pool were constructed in the township without permits. Police Chief Brian Johnson suggested that the township police department play more of a role in reporting and responding to permit violations, since officers routinely patrol all the roads in the township.
