The Jan. 3 reorganization meeting of the Towamensing Township supervisors saw the seating of new supervisor Guy Seifert.

Penny Kleintop was named supervisors' chairman with Tom Newman as vice chairman.It was also noted Christmas trees will be picked up by the township on Jan. 19. They may not be in a plastic bag.In the reorganization, Scott Mosier was named roadmaster with Chris Beers as assistant. The roadmaster will be paid $17.60 per hour and other full-time employees will receive a 30-cent raise.Lora Nothstein is the 2012 secretary with Kleintop as treasurer. Carol Copeland will be the assistant secretary.Tom Nanovic of Nanovic Law Office is the solicitor and Ron Tirpak of Carbon Engineering is the township engineer.Christine Meinhart continues as zoning officer.The Uniform Building Code officer is Carl Faust. Code inspectors are Faust and David Shields.Richard Workman was named as chair of the vacancy board and is the agility program watchdog. The agility program is a work-trading program with the state.No sewage enforcement officer was named - the item was tabled.Newman will continue as emergency management officer. A deputy was tabled since 2011's Gary Anthony declined to be renamed and no one else was available.Attorney Michael Greek was recommended as solicitor to the zoning hearing board and planning commission. George Karas was reappointed to the zoning board. William Acierno will be appointed when there is an opening.Nothstein will be the administrative officer for pensions and Copeland will be open records officer.MaryAnn Lewellyn, Eva Dugan and Julia Costello are the elected auditors whose job is to set the rate of pay for working supervisors.The treasurer's bond was set at $550,000 and a blanket bond for anyone working in the office at $25,000. Two supervisors' signatures will be required on checks.The mileage rate for reimbursement is 50 cents a mile.Kleintop was named voting delegate to the Pennsylvania State Association of Township Supervisors' convention.Meeting dates are set for the first Thursday for supervisors at 7 p.m.; second Monday for planning commission at 7 p.m.; third Thursday for recreation commission at 7 p.m. and historical commission on the fourth Thursday at 7 p.m.Fundraisers were approved for the Towamensing Fire Company as long as they do not include indoor smoking.In other business:Supervisor Guy Seifert said supervisors could not comment upon the reasons for replacing Rodney George as roadmaster because it was a personnel issue.Jim Shafer of Daniel Circle in Beltzville Acres asked why the snowplow stops at the foot of the circle. It does come back but people have to get out earlier.Mosier said it has been policy and they always go back after main roads are opened.Seifert said the township will be looking at procedures and try to make them more efficient.Charles Laviolette, representative to the Palmerton Area Library, thanked supervisors for letting them include the library mailing with the township winter mailing and for the donation.Resident Earl Beers said he hopes the new board continues to move forward.Seifert said he has heard about runoff from the township property onto the field where Beers grows trees. He said he checked it during the heavy rain and asked if the problem was solved with what had been done.Beers said the problem was compounded but it was no longer salt water running into the field. The runoff had been going through the salt shed before entering the fields. He said the engineer had been out 18 months ago and gave them a verbal solution. Beers would like to see the solution on paper.Seifert said it is mostly when rain is blown from the east and enters the shed that a problem remains. He promised to look at it again, Kleintop asked for permission to go onto Beers' property to pick up paper that has blown from the recycling bins. Permission was granted.Resident Warren Serfass asked what the township is getting for the $1,000 voted for the computers. Kleintop said both hardware and software are needed. The computers have run out of space. Gary Mertz, a township resident, takes care of the computers.
