Scott Topping, 33, of Tobyhanna, who police identified as an EMS manager, has been arraigned on charges of theft by unlawful taking, receiving stolen property, credit card fraud and forgery.

Pocono Mountain Regional Police said he was arrested on Dec. 18 and released on $2,500 unsecured bail following his arraignment.Police said he was hired in June by the EMS board in Coolbaugh Township as a director manager to oversee the operations of the EMS. Police said in July, he opened an account at Lowe's in Mount Pocono without the approval of board members, and proceeded to purchase over $6,000 worth of merchandise for the EMS and personal use.
