Whether Franklin Township can complete all of the proposed improvements in the community will be determined by a state Community Development Block Grant.
Judy Borger, director of Carbon County Planning and Development, conducted a public hearing on Tuesday night to give the public the opportunity to make comments on the CDBG 2011 allocation for the township.
According to Borger, the township is listed to receive $81,523 which is intended to complete three projects and another $14,674 for administrative costs.
Chairman Rod Green noted that the most important project is building of the second phase of Court Street retaining wall and second is the second phase of dredging another pond at the Phifer Ice Dam Park, which is located below the spillway. The third project is to resurface Cedar and Market streets. One of the three former ice dams was dredged using grant funds last year.
Borger said that all three projects should all be funded if the bids are reasonable.
"We may not be able to come up with the funding until 2012, but the township could front the money and get the projects done in 2011 and get reimbursed the following year," said Borger.
The news wasn't as good for the proposed new township office. Borger explained that the township anticipated receiving $500,000 funding for the new office building. She said for the funding to be allocated, there had to be language in the capital budget, which there had been, but before the money could be released, former State Rep. Keith McCall was out of office and the money was not released in time. The township had anticipated matching the funding to construct a new $1 million township office building.
The township also approved a time extension for conditional/final approval for the Rock Street land development plan. The secretary will draft a letter giving the developers until the September township meeting to have plans completed.
Since there were no bids to provide 10,000 gallons of 87 octane no lead gasoline (at the pump) for township vehicles, the township selected Frank's Service Center as the designated provider.
The board also hired Larry Williams and Kurt Kromer as fill in part time sanitation crew employees.
