First time offenders who committed non-violent crimes, including 22 charged with driving under the influence of alcohol, were chosen by District Attorney James P. Goodman to be placed in the ARD (Accelerated Rehabilitated Disposition) Program, which is a probation program to allow them to work off the charge to clear their names.

At a hearing in the Schuylkill County Courthouse, Judge John E. Domalakes admitted the following into the program and sentenced them as follows:

Robert S. Linkhorst, 39, of 73 Buick Lane, Tamaqua, – DUI (driving under the influence) placed on probation 12 months, assessed $500 to defray cost of the program, pay $300 to SAE (Substance Abuse Education) fund, $50 to CJEA (Criminal Justice Enhancement Account), $50 to Catastrophe fund; enroll in alcohol highway safe driving school, undergo intensive outpatient substance abuse treatment and submit to random tests, pay $60 to Schuylkill Medical Center, perform 10 hours community services, driver's license suspended 60 days and make restitution of $127,792,25 to Tamaqua Borough's Sewer Pumping Station. Linkhorst was cited by Patrolman Matthew Bynon, Tamaqua police, on Nov. 10, 2010.

Jose Luis Olayo-Barriga, 42, of 78 Peach Drive, New Ringgold, – DUI, 12 months probation, $500 assessment, $300 to SAE fund, $50 to Catastrophe fund, $60 to Schuylkill Medical Center, attend safety school, receive outpatient substance abuse treatment, perform 10 hours community service and license suspended 60 days. He was cited by Patrolman Thomas Rodgers, Tamaqua police, last April 23.

Michael Joseph Trovinger, 43, of 311 Valley Street, Brockton – DUI, 12 months probation, $500 assessment, $300 SAE fund, $50 Catastrophe fund, $50 CJEA, attend safety school, receive outpatient substance abuse treatment, perform 10 hours community service and license suspended 60 days. On a charge of failing to use his seat belt was fined $10 and $50 costs. Trovinger was cited by Corporal Daniel Conville, state police, in Middleport last July.

William Ray Anderson, 46, Orwigsburg – DUI, 12 months probation, $500 assessment, $300 SAE fund, $50 Catastrophe fund, $50 CJEA, $180 Schuylkill Medical Center, attend safety school, receive outpatient substance abuse treatment, random screens, perform 10 hours community service and license suspended 60 days. On a charge of failing to drive on roadway laned for traffic fined $25 plus $50 costs. Anderson was cited by Patrolman Scott Robert Davis, Orwigsburg police, last June 4.

Joseph Lee Wells, 47, Orwigsburg – DUI and possession of a small amount of marijuana, 12 months probation, $500 assessment, $100 SAE fund, $50 Catastrophe fund, $50 CJEA, $180 Schuylkill Medical Center, attend safety school, receive outpatient substance abuse treatment, perform 10 hours community service, random screens and license suspended 60 days. On charges failing to having turning signals working when required and failing to have proper headlights was fined $50 plus $100 costs. Wells was cited by Patrolman John W. Dzurek, Orwigsburg police, last June 17.

David Blankenhorn, president of Beckville Fish and Game Protective Association – for allowing club to sell alcoholic beverages to non-members without proper license in violation of state liquor code, 12 months probation, $350 assessment, $50 to CJEA.

Brendon William Brown, 29, Mahanoy City – theft of a theatre sound system from home of John Wronski, 334 West Spruce Street, Mahanoy City; 12 months probation, $350 assessment, $50 CJEA and make restitution of $1,250 to victim. Brown was cited by Patrolman Charles Kovalewski, Mahanoy City police, on Nov. 9, 2010.

Courtney Elizabeth Gerber, 20, Pine Grove – possession of drug paraphernalia,12 months probation, $350 assessment, $100 SAE, $50 CJEA and $176 Bethlehem Regional Lab. On a charge of retail theft at Wal-Mart Store, Saint Clair, fined $100. Gerber was cited by Patrolman Frank DiMarco, Saint Clair police, last May 17.

John Thomas Morrison, Jr., 59, Orwigsburg – DUI, 12 months probation, $500 assessment, $300 SAE, $50 Catastrophe fund. $50 CJEA, attend safety school, perform 10 hours community service and license suspended 60 days. On a charge of failing to drive at a safe speed was fined $25 plus $50 costs. Morrison was cited by Trooper John B. Carr on Briar Road, North Manheim Township last February 8.

Tiffany Noel Stehr, 21, Pitman, Eldred Township – DUI, 12 months probation, $500 assessment, $100 SAE, $50 Catastrophe, $50 CJEA, $60 Schuylkill Medical Center, attend safety school, perform 10 hours community service and license suspended 30 days. On a charge of failing to drive on roadway laned for traffic was fined $25 plus $50 costs. Stehr was cited by Trooper Stephen Kleeman on Route 25 in Hegins Township last May 19.
