Jeffrey Allen Kucirka, 32, of 31 Mantzville Road, Andreas, faces two counts of driving under the influence (DUI) of alcohol, driving without a license, driving on roadways laned for traffic,
Kucirka's blood alcohol level was 0.22 percent at 3:34 a.m. July 2. The threshold for drunken driving is 0.08 percent.
According to an affidavit of probable cause filed by Officer Charles Andrew Blesse, here's what happened:
At 2:31 a.m. July 2, Blesse was on patrol when he was behind a red Ford Blazer driving west on water Street (Route 209). Blesse saw the driver of the Blazer weab\ve over the double yellow lines, into the lane for oncoming traffic, and over the white fog lines.
Blesse pulled the driver over, and asked for his license and registration. The driver, identified as Kucirka, said he didn't have a license, but gave the officer an expired Pennsylvania identification card. Blesse noted a strong odor of alcohol, and observed that he had glassy, bloodshot eyes and slurred speech. Blesse asked Kucirka if he had been drinking, and Kucirka told him that he had had three or four beers. Kucirka failed field sobriety tests. he refused a portable breath test. Blesse arrested him and took him to St. Luke's Miners Memorial Hospital, Coaldale, for a blood-alcohol test.
